Starting A Data Recovery Business

I am thinking about starting a business where I take failed hard disks from people and try to retrieve the data for them.
I am not an expert on this but I plan to hire someone who has the skills and abilities to perform the needed tasks.
In my country, we have a high number of users but we don’t have such a business.
What are the tools that I will need to get things started. Do I only need a few PCs with recovery software and I am set? or do I need additional equipment? Are they expensive?

    You’ll also need a clean room. Yes, they are expensive.

    You need just a data recovery software which will installed in your computer. Then you have to connect the customer’s hard disk with your computer and you will save recovered data from customer’s hard disk to your hard disk or any other hard disk or pen drive. Or, if the customer’s hard disk only lost data, but still running, you can install the software in the customer’s computer, but it is preferable to keep the software only in your computer, because if anybody get the software they will no need to come to you in future.
